For most of its history, the Zhuhai area was a collection of fishing villages and a rural area within larger counties such as Zhongshan. Its location on the Pearl River estuary gave it minor importance as a defensive outpost.
The most drastic and defining change in its history occurred in 1980, when it was designated one of the first four Special Economic Zones by Deng Xiaoping's government, along with Shenzhen. This status opened it to foreign investment and triggered a rapid process of urbanization and economic development.
Unlike the industrial explosion of Shenzhen, Zhuhai has cultivated a reputation as a 'garden city', focusing on tourism, education and high technology.
