The area around Zagreb has been inhabited since Roman times, with the ancient settlement of Andautonia nearby. The earliest evidence of Croats in the region dates back to the early medieval period, with the first written mention of Zagreb in 1094 when King Ladislaus I founded the Zagreb Diocese on Kaptol hill.
In the 13th century, the neighboring settlement of Gradec was declared a free royal town by King Bela IV, fostering aristocratic and commercial growth.
