The region has been inhabited since prehistoric times, but the modern city of Hạ Long has a more recent history. For centuries, it was an area of small fishing villages and of great strategic and commercial importance due to its proximity to China.
In the 20th century, the city, then mainly known as Hon Gai, became a major center of Vietnam's coal industry. Life revolved around mining and the commercial port, with limited urban development.
Its destiny changed radically following the designation of Ha Long Bay as a World Heritage Site in 1994. The Hon Gai and Bai Chay resort areas were merged, and the city saw massive investment. The construction of modern infrastructure such as the Bai Chay Bridge and the Sun World complex has established Hạ Long as the region's tourism capital and one of the fastest developing cities in Vietnam.
